The Finance and Accounts department is headed by an Assistant Director and is saddled with the main responsibility of processing payments and maintenance of all books of accounts of NiCFoST, Main and Subsidiary Ledgers and amongst other functions are as follows:

• Ensuring compliance with Financial Regulation and the accounting code/manual by all staff under his control and supervision.

• Advising the Accounting Officer on all financial matters as well as the technical provisions of Financial Regulations, other Treasury and Financial Circulars.

• Compiling and defending of budget proposals and ensuring effective budgetary control.

• Ensuring monthly preparation and submission of Trial Balance and other financial statements in line with the International Public Sector Accounting Standard (IPSAS) to the office of the Accountant General of the Federation on or before 10^th of the following month.

• Liaising with the Office of the Accountant General of the Federation from time to time when in doubt of any financial regulations and other treasury circulars.

• Ensuring the existence of an effective Audit Query Unit to promptly deal with all queries from Internal Audit Department, Office of the Accountant General of the Federation and Public Accounts Committee etc.

• Any other responsibility/duty as may be delegated by the Accounting officer or by the Accountant General of the Federation.
